Government of Andhra Pradesh: One Platform for 15,004 Secretariats, Where Every Record Carries Proof
The problem
Andhra Pradesh delivers citizen services through 15,004 village and ward secretariats. The state equipped them with more than 10 lakh devices (over a million computers, printers, biometric readers and network devices). Field staff from the same offices inspect schools, hostels and Anganwadi child-care centres, and tens of thousands of local public works are proposed and tracked through them.
Device faults were reported by phone and spreadsheet. Inspections were hard to verify, and problems found in the field did not reliably reach the department that had to fix them. The money behind public works sat in separate systems. The state needed one e-governance platform, with field reports that could be checked from a desk.
Phone calls and paper
- Device faults reported by phone and spreadsheet
- Inspections that could not be verified
- Problems found in the field that never reached the department that fixes them
- Works and payments tracked in separate systems
One platform, proof on every record
- Every device and ticket in one portal, from report to repair
- Every inspection with a photo, a location and a time
- Actions routed to the department and checked at state level
- Works tracked from upload to payment through CFMS
What we built
Hardware asset portal
A registry of more than 10 lakh devices across 15,004 secretariats, with ticketing for 30,000+ users, vendor workspaces, district approvals and a state dashboard. 1.5 lakh tickets recorded.
Consistent Rhythms inspection app
A native Android app for structured inspections of schools, hostels and Anganwadi centres, with photos and location. Each problem becomes an action for the responsible department, checked at state level.
Works tracked to payment
The GGMP portal follows 70,000+ public works worth over 3,000 crore rupees through four roles, from upload to closure, with bill status read from the CFMS finance system.
SDG data platform
Daily feeds from departments' survey apps track eight development goals at the individual level, with district and state comparisons and map views.
Flood relief in five days
During the September 2024 Vijayawada floods, a relief-request app with a reporting dashboard, built in five days on the platform's existing identity and notifications.

What we learned
Proof has to be part of the record, not a report written afterwards. An inspection without a photo, a location and a time is a claim. With them, a state officer can check it from a desk, and the department that has to fix the problem sees exactly what was found.
