Consistent Rhythms: 25 Lakh School and Child-Care Inspections, Each With a Photo, a Place and a Time

The problem

In Andhra Pradesh, secretariat staff inspect schools, hostels and Anganwadi child-care centres on a fixed rhythm: are the basic facilities there, and are they kept up. Before the app, inspections were inconsistent and could not be verified. Problems found in the field did not reach the department responsible for fixing them, and state officers had no way to check whether a reported problem had actually been resolved.

The program needed a field inspection app that makes every visit provable and turns every problem into an action someone owns.

Visits nobody could check

  • Inspections that were inconsistent and could not be verified
  • Problems that never reached the department that fixes them
  • No way to check that a problem was resolved

Proof on every inspection

  • Guided surveys with photos and location at every visit
  • Each problem routed to the responsible department with a target
  • Closures scrutinized at state level
  • Coverage and resolution visible by mandal, district and state

What we built

  • Native Android inspection app

Structured surveys for schools, hostels and Anganwadi centres, with photos and location captured at the visit.

  • Issue to action

Every problem found becomes an action for the responsible line department, with a service-level target.

  • State scrutiny

Departments close actions and state officers check the closures, so a fix is confirmed rather than claimed.

  • Dashboards and dropout tracking

Inspection coverage, action ageing and resolution at every level, and follow-up of children not attending school.

What we learned

An inspection report is only as good as what it can prove. Making the photo and the location part of every survey, not an optional attachment, is what let state officers trust 25 lakh inspections they never saw.
