Industrial Incentive Claims Checked Line by Line, With the Rule and the Source Page Behind Every Flag
The problem
A state industries department pays incentives to industrial units: investment subsidy, power cost reimbursement, tax reimbursement and more. Every claim arrives with invoices, power bills, tax returns, approvals and certificates, often scanned or photographed, and each one has to be checked against the policy, the unit's profile and its approved line of business.
The department handles claims from thousands of units, and checking every line of every bill by hand is not practical. Wrong claims can slip through: machinery that does not match the approved capacity, power bills too high for the size of the unit, the same invoice used twice. Genuine claims wait longer than they should, and much of the judgment sits with experienced officers, so it leaves when they move. The department needed document verification software that does the reading and the cross-checking, and leaves the decision with the officer.
Every line by hand
- Every line of every bill read by hand
- No shared reference for normal machinery or power use
- Several policy versions in force at once
- Problems that only show when documents are read together
- Judgment that leaves with experienced officers
Checked, explained, officer decides
- Documents read into line items automatically
- Benchmarks for machinery and power use by approved capacity
- Versioned rules chosen by policy, category and date
- Cross-document checks for dates, duplicates, GSTIN, GST returns and e-way bills
- Every flag with its rule, values and source page
What we built
Claim reading
OCR and typed AI extraction turn invoices, power bills and certificates, including scans and photos, into line items with invoice number, date, vendor GSTIN, quantity, rate and amount.
Versioned policy rules
Each policy condition is a fixed rule with a version, so a claim is checked under the policy, category and dates that actually apply to it.
Capacity benchmarks
What machinery and power use are reasonable for the unit's approved capacity, as ranges, checked against what was claimed.
Cross-document checks
Invoice dates against the production start, the same invoice in two claims, vendor GSTIN status, GST returns, e-way bills, late filing and building valuations.
A reviewer that must quote
A second AI reviewer challenges each result and can only object with a quote it finds in the document; an objection without one is dropped.
Officer screens
Each claim routed to fast track, officer review or red, with a confidence score, the amount that can be sanctioned, the source page for every finding and a drafted query letter.
What changed
- Claims with documents imported from the department's portal
- 1,200+
- Planted problems found from the PDFs in a 10-claim test set
- 13 of 13
- Nothing sanctioned or rejected automatically
- Officer decides
What we learned
The rule that mattered most was that the AI may only object when it can quote the page. An objection without a quote is dropped, so officers spend their time on findings they can check, not on guesses.
