An Investment Radar That Reads the News for a State Development Board, Built in 19 Days

The problem

A state's investment-promotion board needed three things. A reliable registry of industrial establishments, many of them with inconsistent names and missing links to their GST tax registrations. A view of approvals pending across departments. And an early signal of new investment, which until then depended on officers reading the news.

The board wanted public sector software that does that reading for it, and puts each lead in front of the right person.

Officers reading newspapers

  • Establishment names inconsistent, GST links missing
  • Approval pendency tracked department by department
  • Investment leads found by reading the news by hand

A registry and a radar

  • Establishments matched to GST registrations by embeddings
  • Pending approvals visible by department
  • News and web sources scanned on a schedule for investment signals
  • Leads pushed to the CRM and sent as WhatsApp digests

What we built

  • Establishment registry

Role-based administration of establishment records, with project monitoring and partner summit management.

  • GST matching

Sentence-embedding similarity links establishments to their GST registrations, so names that differ still match.

  • Pendency tracker

Approvals pending across departments, visible in one place.

  • Investment Radar

A scheduled agent that scans news and web sources and uses Gemini to extract, score and de-duplicate investment signals.

  • Leads to CRM and WhatsApp

Qualified leads go into Zoho CRM and out as WhatsApp digests to the investment team.
