Devices spread across 15,004 offices cannot be inventoried by spreadsheet. Governance needs a single system that knows what exists, where it is, who owns it, and when it was last seen.
Insider and cross-department access
Perimeter firewalls do not stop a user in one department from reaching another department's database over a shared network. Access controls have to be enforced at the application and query layer, with an override path for legitimate cases.
Log review that runs days behind
Manual log review that trails real time by 48 to 72 hours leaves no window to respond. Detection has to be automated and escalation has to reach the right officer in minutes.
Public budgets and air-gapped networks
Commercial SIEM licensing is often ruled out, parts of the network are isolated from the internet for compliance, and whatever is deployed has to be maintainable by existing IT staff without specialist security expertise.

A custom Python-based security layer for the state data center: a network traffic analyzer processing 2 million events per day with sub-second detection, a query proxy enforcing department-level access, anomaly detection with 5-minute CISO escalation, and an audit dashboard that runs fully air-gapped.

Yes. The security layer we built for the Andhra Pradesh data center runs entirely inside an air-gapped network, including its Flask and PostgreSQL audit dashboard. We design for offline operation from the start rather than adapting a cloud-dependent product afterwards.
That is a design requirement, not an afterthought. The data center engagement included a 4-week training program for IT staff covering daily monitoring, incident response playbooks, and system maintenance, and shipped with operational runbooks, architecture diagrams, and troubleshooting guides.
Through department-level network segmentation enforced at the application layer, a database query proxy that validates each request against a central policy store, dual authorization for legitimate cross-department access, and immutable audit logs of every access event. The Andhra Pradesh deployment protects Aadhaar-linked identity records, land registration documents, and ration card databases this way.
